（槟城6日讯）马华槟州妇女组主席陈清凉抨击黄伟益发表误导人民言论一事感到惊讶，给予人民一个错误的示范，并对其职为一名州议员的他发表如此言论声表遗憾。
陈清凉是针对黄伟益促请所有民联支持者，若接到来历不明电话访问，或当街遇到国阵所举办的民意调查活动，应向对方表明支持国阵，以便对手误判形势一事发文告如此表示，黄伟益身为前教师、光大区州州议员、槟州首长政治秘书及民主行动党槟州社青团团长等掌权多职，却公开教唆人民说谎来误导国阵，这表明他根本没有诚信可言，也显示出其上梁不正下梁歪的错误示范例子。
“槟州马华近日到发林夜市场推动民意调查活动，据说在大约2000位受访者当中，约有1400人愿意持着“我爱马华”的标语，让马华志工拍照为证。奈何黄伟益吃不到葡萄说葡萄酸，甚至为了保住官职，竟然使用不择手段的方式，公然教唆人民说谎，导致如今的槟州政坛乱糟糟，并乌烟瘴气。”
她补充，他如此公然的误导人民，鼓励人民钱照拿票照投的谈话令人极度反感，也给人感觉使用下流的手段。这种教人忘恩负义等于教人儿女不必孝顺父母及教学生不必感恩老师的教诲，因为这些身为人家孩子和学生理所当然应得的东西，完全是错误示范的做法。
“我要强调的是，黄伟益教唆人民说谎绝对不是中华文化的精髓。让我更感到遗憾的事，他是名民选州议员，却教唆人民说谎，这也完全印证了他的心态，民联领袖的行为，自己讲自己爽。只要他心情好，什么都可以朝夕相改，也名正言顺的印证了披着猫皮的狼的虚假行为。”
她续称，从黄伟益的言论来看，反映出心术不正的心态和行为。试问如此恶劣素质的领袖，又如何可以引领我国朝更加繁荣的国家迈进，这是值得大家深思的。

揶揄槟州終承认转移债务
马华槟州妇女组主席陈清凉揶揄林冠英终于肯承认槟州政府成功减少债务的真相，是通过和中央政府达致水供债务重组协议，由此可见这并非他个人的功劳。
“林冠英不断自吹自擂，对外宣称槟州成功减少6亿令吉的债务是他的功劳，并对此沾沾自喜。当真相被揭发后，林冠英就反过来指说谈判成功是他的功劳，其实中央政府一视同仁的协助所有有需要的州属，得益的并不是只有槟州。”
陈清凉指出，从这一点也可以看出中央政府并没有视槟州为“弃婴”，只是在水供债务重组计划中，中央政府的善意举动被林冠英利用以提升自己的功劳。
“中央政府通过水务资產管理公司，在全国接管了5个州属的水供服务资产，包括柔佛、马六甲、森美兰、玻璃市和槟城，槟州政府实在没有必要大肆宣扬，也不必牵扯出什么严峻的谈判云云，因为相比起霹雳州通过水务债务重组协议成功减少9亿令吉的债务，槟州的债务问题是小巫见大巫。”

Guan Eng finally admits Penang’s debt reduction is only a transfer of debt

For a long time Guan Eng has gone around boasting how successful they were in reducing Penang’s debt by RM600 million, and now it is finally revealed that Guan Eng’sbragging is actually an act of non-discriminatory assistance by the federal government given to all states, not only to Penang alone.
Therefore, we can see from this water restructuring deal that the federal government has never ignored Penang. Guan Eng’s description of Penang as “abandoned children” is only meant for him to take credit over the BN government’s contributions.
The federal government, through the Water Asset Management Company (PAAB), seeks to take over the water assets of five states, which are Johor, Melaka, Negeri Sembilan, Perlis and Penang. Thus, there is no need for the Pakatan Penang state government to trumpet about driving a hard bargain as their so-called achievement pale in comparison to Perak’s success in reducing their debt by RM900 million through the same water restructuring deal with PAAB.
Thus, we can see from the expose of this truth that Guan Eng is only capable taking credit from others to boost his own personal image in order to mislead the people into thinking that his government is truly competent and accountable.

Officials from the Penang Chief Minister’s Office should learn basic etiquette

The Pakatan Penang state government should be criticised as they clearly are unqualified in hospitality, and actually have the cheek to claim that they are a CAT government of Competency, Accountable and Transparent.
The Penang BN Youth leaders had headed to Menara Komtar to present the 1% deposit as downpayment for the 0.45ha Taman Manggis land on Jalan Zainal Abidin. Unfortunately, security personnel blocked access to the administrative center of the state government.
It is regretable that when the Penang BN Youth leaders went to Komtar to submit the deposit to purchase the land, three security personnel locked the door to prevent them from entering. Guan Eng’s confidential secretary Farida Hani M. Yacob came to negotiate and informed that the administrative official would be back only at 12:00 noon, and thus, could not personally meet the state BN Youth leaders.
The Chief Minister’s office had on Monday, 1 Oct 2012, received a notice by the Penang BN Youth for an appointment, informing that they would be arriving at 10:30 a.m. on 3 October 2012 to submit the deposit for the purchase. Unfortunately, just for this 1% deposit process, it took 1 hour and 45 minutes to complete the task.
Considering that the Penang BN Youth leaders had given advance notice to officials of the Chief Minister’s office in relation to purchase of the land, regardless of whether the CM’s office had promised or reject the delegation, they should promptly inform the other, rather than sending his official and guards to make things difficult for them so that he can avoid receiving the payment.
Be a dignified administration. Even the most basic etiquette of greeting guests, they do not even know? The core of hospitality etiquette is respect. To respect oneself is to show respect for others.
Due to the improper arrangement on the department heads, with officials who are inadequate on hospitality services and insufficient provision of information, the rakyat cannot help suspect that the state government’s dealing of land transaction is not competent. Before the appointment of department heads, political secretary Ng Wei Aik offer of mediation for the Penang Barisan Nasional Youth Mission is just a political show.
In order to put an end to these circumstances, I would like to suggest that the state government should strengthen the training of officials to uphold the image of the state government, keep up with the demands of the times and to set a good and friendly image in order to obtain trust and goodwill in all aspects.
The DAP-led Penang state government is advised not to betray the trust given by Penangites which the former had sought when they politically maneuvered to gain the rakyat’s support and vote. Political showmanship do not bring any practical results in reality.
I wish to remind the Penang state government to solemnly observe that Penang’s total foreign investment in the first four months of this year plunged to the 6th place. This should have sounded off the alarm of which the Penang state government should have undertaken positive initiatives to work hard to deliver on the economy instead of spending all day playing up political tricks.
According to the latest data by the Malaysian Industrial Development Authority (MIDA), Penang’s ranking on foreign investment dropt to the 6th spot. As for the total amount of foreign and domestic investment, Penang’s ranking fell to the 7th position. The current economic situation in Penang is indeed worrisome.

国阵预算案政策惠及全民 陈清凉斥林冠英过桥抽板
马华槟州妇女组主席陈清凉抨击林冠英的“槟城犹如弃婴”论是为了攻击国阵预算案而睁眼说瞎话，并通过给予不实的讯息企图误导人民，煽动槟城子民憎恨政府。
跟据报道，林冠英是在29日出席一项北海的活动后，向媒体表示2012年财政预算案没有惠及槟州而深表失望的言论。
“林冠英通过快乐学生计划，指定学生必须在申请表格中的父母一栏上填上是否为登记选民、选区等资料，否则一概取消资格。因此，快乐学生计划并非所有学生能够受惠，该计划的首要条件是父母必须是登记选民，这也包括了乐令人士、单亲妈妈、快乐宝宝计划受惠者必须是槟州选民，而不是以收入为考量，也赤裸裸曝露了民联州政府伪善的一面。”
陈清凉指出，首相通过预算案发放一马援助金2.0，如：500令吉的人民援助金、250令吉的单身者援助金、一年纪至中五的学生，每人可获得100令吉的补助、所有中六学生和大专生再获购书券，价值从上次的200令吉增加至250令吉等等，都是不分族群惠及全民的政策,包括槟州子民。
“之前派发援助金时，槟城州有多达30万户低收入家庭受惠。另外，中央政府派发给槟州子民的福利金也高达6300万令吉，林冠英为何只字不提？还是心虚不敢提？”
陈清凉也说，中央政府在早前也批准槟州兴建第二大桥、提升升旗山缆车、槟城快捷通巴士等等大型计划，也协助槟州政府解决水供债务。这些都耗资超百亿马币，也没听过林首长感谢中央一声。
“林冠英不断宣言民联槟州政府在2008年成功将6亿3000万令吉的债务减少6亿令吉，至今仅拖欠3000万令吉，成功减少95%的债务外，更有盈余。事实上，前朝州政府政权移交时有高达8亿的盈余，林冠英是在用国阵的钱派给人民。成功解决债务云云更是让人啼笑皆非，州政府是通过和中央政府的水供重组协议，把6亿令吉的债务转移给中央。”
她说，林冠英多次对此事避而不谈，隐瞒真相以提高民联的功绩，明显是过桥抽板，利用中央政府的善意来达成自己的政治议程。
“林冠英还要国阵公开槟州的影子内阁名单，这不是很可笑吗？民联甚至拿不出本身的中央影子内阁名单，林冠英有什么资格提出要求？林冠英不如以身作则，先促请民联公开他们的影子内阁。”

Typical of Guan Eng’s double standard attitude in insulting Budget 2013
The scathing insults by DAP Secretary General Lim Guan Eng towards Budget 2013 tabled by the Prime Minister yesterday displays his typical reaction of insulting anything which may threaten his seat of power in Penang.
It appears to be the norm for Pakatan to criticize everything that Barisan Nasional does, despite the fact that our actions have helped benefit many Malaysians. The Budget 2013 has been roundly praised by the public and stakeholders alike for encompassing all levels of society, including the middle income group, and addressing the concerns of the public such as housing and security, education and health.
The Budget is dedicated by the Prime Minister to all Malaysians, yet Guan Eng chooses to see it as an election budget. Perhaps Guan Eng should take a look at his own state in Penang before talking nonsense. While the Barisan Nasional federal government gives aid to all Malaysians, the Penang state government only chooses to give aid to registered voters in Penang.
In the Budget, funding is allocated to all students, whereas in Penang, funding is allocated to students whose parents are registered voters in Penang. This can also be seen in their other aid programmes for senior citizens, single mothers, and new born babies. What is this, if not a move to secure his own hold in Penang?
Since he took power, his arrogance and double standard attitude is simply overbearing. Even his own compatriot in PKR, Penang Deputy Chief Minister I Mansor Othman, had taken to calling him ‘cocky’, ‘arrogant’ and ‘tokong’ (CAT). Already the people can see through Guan Eng’s cover, and it is clear that he is not the humble, caring leader he portrays himself to be.
Pakatan’s own alternative budget is filled with flaws as well which may potentially drive the country bankrupt, and they have yet to fulfill their election promises, thus I advise Guan Eng to fulfill his own promises before simply shooting his mouth off to make himself look good to the public.
